About the Ministry Of Agriculture, Rural Transformation Forestry and Fisheries

Vision:  To be innovative when we facilitate and stimulate the efficient utilisation of resources within the sector, and to adopt a holistic approach to agriculture and rural development.

Mission: To create the enabling environment for the entrepreneurial drive of farmers, fisher-folk and other related target groups to strive to increase agri-food production, processing, marketing; thus increasing employment, rural income, food security and foreign exchange earnings, while ensuring the efficient utilisation and sustainability of the Nation's natural resources.

The Agriculture Administration Section is responsible for the execution of government's policies, plans, programmes and projects for the Agriculture Department. It provides direction and coordination for the activities implemented by the various units and sub-units of the Department and cooperating institutions and organizations. In seeking to stimulate development of the sector, government has provided an incentive package to the farming community. Administration is achieved through ensuring the compliance to the Laws and Regulations that govern the sector and that staff are directed in accordance with the Civil Service Orders.

This Division provides the following services in the areas of Animal Health and Production to the livestock farmers and pet owners of St. Vincent and the Grenadines.
  1. Veterinary medical attention to government and privately owned animals.
  2. Control and prevention of transmission of animal diseases to man.
  3. Assistance in livestock production, educational programmes for farmers in the livestock industry.
  4. Improvement of livestock in the State through a programme of artificial insemination.
  5. Establishment of veterinary programmes to investigate, prevent and control livestock diseases.
  6. Control of the import and export of animal and animal products.
  7. Increasing the quantity and quality of animals produced.
  8. Maintaining an adequate stock of pedigree animals for breeding and distribution.
  9. Training farmers in animal husbandry.
  10. Demonstrating proper methods of livestock production.

About the Extension Programme

"The Extension programme is the main vehicle through which the policies and objectives of the Ministry are communicated.  Through the Extension programme technical guidance in the latest production methods and choice of enterprises are disseminated to all farmers, with objectives being:

  • More economic usage of available land through appropriate choice of crops.
  • Greater productivity through the employment of appropriate production methodologies.
  • Education and training of farmers in the development of business acumen, farm management techniques and rehabilitation of soils.

The Agricultural Officer is responsible for the coordination of all agricultural programmes in the Agricultural Region to include Extension, Animal Health and Production, Soil and Water Conservation, Agricultural Data Collection, Propagation and Fruit Crop Production.

The Senior Agricultural Officer, Extension, provides overall coordination of the work of the Extension and Advisory Services."


Goals: The Extension Programme is the main vehicle through which the policies and objectives of the Ministry are communicated and through which technical guidance in the latest production methods and choice of crops is disseminated to all farmers, with objectives being:-
  • More economical usage of available land through appropriate choice of crops.
  • Greater productivity through the employment of correct methodology.
  • Application of suitable technology for conservation and rehabilitation of soil.
Major Components:
  • Increase crop and livestock productivity.
  • Pest and disease management.
  • Expanding irrigation technology.
  • Soil and water management.
  • Developing an entrepreneurial spirit among the farming community.
  • Staff training in programme management, computer technology and disaster management.
  • Facilitate the organisation of farmers into producer groups and cooperatives.
  • Assist the farmers in the development of farm plans.
  • Expansion in acreage of citrus, pineapples, root crops and vegetables."

About the Research and Development Division

"This programme provides for the effective control of exotic pests in St. Vincent and the Grenadines which includes:-

  • The development and execution of a national public awareness programme.
  • Procurement and distribution of biological control agents.
  • The training and education of stakeholders.
  • Establishment of laboratory facilities for the multiplication of predators.

  • To adapt and validate technology in support of the diversification effort.
  • To modernise the agricultural sector thus improving its competitiveness.
