The National Agricultural Research System (NARS) is composed of a variety of institutions whose main mission is to carry out research and development programs to meet the objectives of the new agricultural development strategy called "Green Morocco Plan" .

This system is composed of key organizations such as the
  • l’Institut National de la Recherche Agronomique (INRA) - National Institute of Agronomic Research
  • Institut Agronomique et Vétérinaire Hassan II (IAV) - Agronomic and Veterinary Institute Hassan II
  • l’Ecole Nationale d'Agriculture de Meknès (ENA) - Meknès National School for Agriculture 
  • l’Ecole Nationale Forestière d’Ingénieurs (ENFI) - National School for Forestry Engineering
The Directorate of Education, Training and Research (Direction de l’Enseignement, de la Formation et de la Recherche, DEFR) was established to make better use of the NARS resources. The directorate establishes mechanisms for guidance and coordination to enable these institutions to work in a manner that is synergistic and complementary to the priorities of the Green Morocco Plan. The main goal is to  contribute to the implementation of the Regional Agricultural Plans (Plans Agricoles Régionaux, PAR).

To this end, these mechanisms were established by the DEFR:

  • The establishment of unifying projects Research - Development in Agriculture (PROFERD;
  • Coordination of the Programme for Agricultural Research for Development (PRAD) in cooperation with France;
  • The creation of the Grand Prix Hassan II for innovation and research in agriculture;
  • The launch of the Competitive Mechanism Research & Development and Extension (MCRDV).
To ensure that the NARS is better able to provide optimal support to the Green Morocco Plan, a new structural configuration of the system and mechanisms of the connections between its components is being developed. This new configuration has the essential objectives of:
  • Redefine the organizational architecture of the governing body of the education and research system;
  • Delineate the functions and modes of operation of this instance;
  • Establish mechanisms for linkages between the institutions of the technological process at the central level;
  • Establish an organizational configuration at the regional level;
  • Delineate its powers, its operation and its relationship with its regional partners, national and international governance of the central authority and directions of establishments involved in the technological process.
